If our modification is accepted, and the fundamental principle of a "Grant in Aid" is retained, we recognize that it will be necessary to submit accounts, as at present, in such form as the Director of Education may require, for the part of the school life towards which a Grant is made by Government (e.g. excluding all boarding arrangements).
Further Recommendations.
We ask for consideration of the following recommendations:-
(a) Travelling Fellowships for Chinese Teachers.
In view of the isolation of Hong Kong, there is a special need for the Chinese staff to have opportunities of contact with a wider world, similar to those provided by the furlough of the European teachers.
We therefore recommend that consideration be given to an allotment of travelling fellowships to Chinese staff members of Government and Grant in Aid schools.
(b) Scholarships.

We recommend that boys and girls who win Government Scholarships for school studies should be allowed to hold such Scholarships in any Grant in Aid School, if they so desire. will materially help to keep up the standard in the Grant in Aid
schools.
(c) Vernacular Education.
We gratefully welcome the proposal to put Higher Vernacular Schools on the same Grant system as the Anglo-Chinese schools, and ask that experiments made by Anglo-Chinese schools in using Chinese as the medium of instruction be encouraged.
Effect of Suggestions on Report.
We have not dealt in detail with the provisions of the Report since we differ from this document in matters of principle. In general however, our suggested modifications do not affect the following paragraphs in the Report:-
